Bynum Fanyo Environmental, Inc. performs the following scope of services as a basis for a Phase I Environmental Site Assessment (ESA). Variations in the scope of a Phase I ESA can be made upon the client's request. The scope presented herein meets or exceeds American Society for Testing and Materials (ASTM) standard E 1527 - 94, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. In detail, the scope of services includes the following: Chain-of-title review dating back to 1940, if practicable. The review will identify property owners and the dates they obtained and transferred the property. Regulatory database review for the project site and surrounding properties for a search radius as specified in the ASTM standard. Databases will include, but are not limited to: National Priority List sites, Comprehensive Environmental Response, Compensation, and Liability Act (Superfund) sites, Resource Conservation and Recovery Act sites, Emergency Response Notification System sites, underground storage tank (UST) sites, leaking UST sites, and state hazardous waste sites. Interviews with persons knowledgeable about the project site, if available, will be conducted to determine present and historical usage of the site. Historical aerial photographs that are reasonably ascertainable will be reviewed to document past project site usage and development. A site reconnaissance will be conducted to obtain information indicating the likelihood of identifying recognized environmental concerns in connection with the property. Other informational resources will be consulted as deemed appropriate by the assessor. These may include Sanborn Fire Insurance Maps, city directories, historical maps, county histories, etc. A Phase I ESA Report will be prepared. The report will detail the findings of the above investigations and provide conclusions and recommendations regarding the environmental condition of the project site. The report will include a site location map, a detailed site map, copies of photographs taken during the site reconnaissance, and a list of reference s. Issues such as asbestos-containing materials, wetlands, radon, etc. are not within the scope of an ASTM standard Phase I ESA and, accordingly, are not within the standard scope of our Phase I ESA unless specifically requested by the client.
